ACTUAL BEHAVIOR

After enabling xdo12c according to 2964098.1 even with a trivial sample rtf without any logic when creating a PDF output the € symbol (Euro symbol) no longer works and is showing as ?.

The issue can be reproduced at will with the following steps:
1. Run xml report include output with € symbol (Euro symbol)
