Error: PN_CANNOT_UPDATE_EXPIRED_LEASE When using The API To Update Terms For Expired Active Lease (Doc ID 3055726.1)

Symptoms

After successfully calling the PN_LEASE_PUB. UPDATE_LEASE() API to extend and active but expired lease to a that is before SYSDATE,
when calling pn_lease_pub.update_terms to add the billing lines, this routine returns the following error: 

ERROR
-----------------------
"Please process extension of this expired lease before making any updates to this lease" (PN_CANNOT_UPDATE_EXPIRED_LEASE).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Call the pn_lease_pub.update_terms API to insert new billing lines on expired active lease
2. above error is received
