Symptoms
Purge System Saved Requisition concurrent process does is not removing System_Saved requisitions
There were several attempts to run the "Purge System Saved Requisition" standard concurrent process to removed unwanted System_Saved purchase requisitions and it does not function as intended. Running with parameter of 76 days but is failing to do so.
Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Purchasing > Requests > View Requests.
2. Submit concurrent request Purge System Saved Requisition > Enter Parameter of 76 days.
3. After completion of concurrent request there are records still existing.
