 When exporting Award by Spreadsheet and choosing Requirement for Analysis, no output is generated.
 
The issue can be reproduced at will with the following steps:

1. Navigate to Sourcing Responsibility
2. Select a Request For Quotation->RFQ
3. Select action = to Award by Spreadsheet
4. On the Export Format pick Tab Delimited and the Requirement for Analysis
Output is always zero.
