Performance issue with Local Tax Remittance Report (Local TRR) for New York State with no city.

Steps to reproduce:
1. Navigate to US HRMS Manager Responsibility.
2. Navigate to Processes and Reports > Submit Processes and Reports.
3. Select Single Request.
4. Submit Local Tax Remittance Report Manager with below parameters.
Starting Check Date - Enter appropriate value
Ending Check Date - Enter appropriate value
GRE - Enter appropriate value
State - New York
Locality type - City
5. Notice that the program takes a very long time to complete.
