Symptoms
When creating a new System Options for both Property and Equipment, under a Federal Instance, the regime is saved as "BOTH" instead of SFFAS54.
The issue can be reproduced at will with the following steps:
1. Property Manage Responsibility
2. Setup > Options > System Option
