Approve And Reject Buttons Are Missing When Open Notification From Status Monitor (Doc ID 3057401.1)

Symptoms

 Using Oracle Purchasing, the Approve and Reject Buttons are no longer present on the notification. 

Replication Steps: 
1. Administrator Workflow - query the notification
2. Upon opening the notification - the buttons to take action on the notification are missing
3. The approve/reject/etc.. buttons are not present

Changes

 A series of technology stack patches were applied and then this has started occurring.
It was working prior to the patching.
