ACTUAL BEHAVIOR

XML Busting Program failed to deliver email the program output due to following error

APP-FND-01564: ORACLE error 1406 in display_opp_results



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Connect to EBS Application
2. Submit concurrent program with bursting Email Delivery option with more than 400 email
3.  The Bursting program error out.
