Requisition Amendments Becomes Stuck in Approval Workflow

Symptoms
When Requisition Amendments are submitted for Approval, they become stuck in the Approval Workflow at stage "Set Amendment Related Attributes".
Even through there are no errors, the Workflow will not have moved past the "Set Amendment Related Attributes" stage.
If a Rewind is done on the Workflow from the stage where the stuck state is detected, than the Workflow will process forward with no further issues.
STUCK STAGE:
Set Amendment Related Attributes
STEPS:
1. iProcurement Requestor responsibility
2. Submit a Requisition Amendment
3. Note that the Workflow has become stuck in the Approval Workflow at Stage "Set Amendment Related Attributes"
4. Rewind the Workflow using Workflow Status Monitor and resubmit
5. Note that the Workflow completes successfully
