Symptoms

Users are doing the month end close in Projects and ran the PRC:  Generate Draft Revenue for a Range of Projects which auto-released the created revenue.  They later decided not to process those revenue events but they are now in released status and cannot be deleted.  Users tried to Unrelease the revenue and then run the requests PRC:  Delete Revenue for a Single Project, but the revenue does not delete.  User have previously been able to unrelease these events and delete them.
