Incorrect Accrual Balance After Running PTO Carryover Program (Doc ID 3058073.1)

Symptoms

When running the PTO Carryover program it is adding Residual element leading to incorrect Net Entitlement

The issue can be reproduced at will with the following steps:

1. Navigate to HRMS Manager
2. Submit a new Request > Submit PTO carry over
3. Navigate to Fastpath > Accruals
4. Check balance
