Post Enterprise Command Center (ECC) Upgrade Data Loads Fail For All Dashboards With "org.apache.solr.common.SolrException: Could not find a healthy node to handle the request." Error (Doc ID 3058174.1)

Symptoms

After performing an upgrade of Enterprise Command Center (ECC), any data load performed fails to load data and following error is captured in the ecc-web*.log.

The issue can be replicated using below steps.

1. Perform upgrade of Enterprise Command Center using Doc ID: 2495053.1 by following steps under "Appendix C: Upgrading Oracle Enterprise Command Center Framework"
2. Once upgrade is completed, perform data load for any dashboard
3. Check to see if the data load is successful
