E-BIP: BIP Services Not Coming Up with Error "Warning The application bipublisher(11.1.1) is in an incompatible state" (Doc ID 3058266.1)

Symptoms

Unable to bring up the BIP Server in production. Weblogic and Node manager is up however while bringing up BI server using weblogic console its throwing below errors in log and show state as 'Not Reachable'


ERROR:

Warning The application bipublisher(11.1.1) is in an incompatible state and will not be included in this operation.
Warning All of the deployments selected are currently in a state which is incompatible with this operation. No action will be performed.

Logs shows other errors like:

<BEA-240003> <Administration Console encountered the following error: java.io.IOException: oracle.as.scheduler.ejb.AsyncRequestBean

<BEA-149535> <JMX Resiliency Activity Server=bi_server1 : No URL found for the server during the initialization>

<BEA-149505> <The Administration Server was unable to establish JMX Connectivity with the bi_server1 at the JMX Service URL of <none>.>

When login to console and navigating to deployments and click on bipublisher(11.1.1) and tried to Stop and Start the services, getting EJB related errors - " error: java.io.IOException: oracle.as.scheduler.ejb.AsyncRequestBean "

The issue can be reproduced at will with the following steps:

       1. Start the Node Manager and Start Weblogic
       2. Starting BI_Server1 from console and it says Not Reacheable.
