Unable to Create The ISG Data Source In SOA Suite Using "ASADMIN". "ORA-01017: invalid username/password" During Activate Changes

Symptoms
Upgraded the DB to 19.24.0.0 and followed section 11 in the "Installing Oracle E-Business Suite Integrated SOA Gateway, Release 12.2 (Doc ID 1311068.1)", where it was generated the dbc file again and copied over dbc files and the txkISGConfigurator.xml.
When it tried to restart the ISG data source on the SOA side, the following message appeared:
- You tried the same thing in another instance and another one is working as expected. Therefore, we do not believe the issue is related to the DB upgrade. It must be related to the specific instance
- When you create a new data source in SOA for testing using APPS, it passes the test connection and you can activate changes (you had to delete the ISG data source first)
- You can login to EBS using ASADMIN
- Verified that the "App schema connect" role exists for the user
- Checked the dbc file and verified that the host is correct.
- Unable to generate the ISG data source by running the "ant -f txkTSGConfigurator.xml configure" command.
