EAM Work Order WIP Issue For Non-Serialized Rebuilds Get Stuck In Transaction Open Interface (Doc ID 3058433.1)

Symptoms

When issue rebuild items to work order, they sometimes get stuck in the Transaction Open Interface. The rebuild work order gets created with a System Status of Draft and a User Status of Unreleased.
The system status should be Unreleased and the user status should be Unreleased as well.

STEPS
1. Create a WO with 2 items, one item(rebuildable non-serial) with on-hand quantity and another without on-hand quantity.
2. Navigate to Maintenance Super User --> Stores --> One-Step Material Issue.
3. Query for the workorder.
4. Click Issue button after entering required details.
5. Issue transaction for item with on-hand has been processed and the transaction for other item errored out.
