Does Oracle EBS r12.2 have any patches to support Japan's JIIMA Electronic book law?

Japan has a local requirement where the date/time stamp has to be captured for documents such as iExpense attachments.

An article which mentioned that Oracle Fusion Cloud supports this requirement. Can Oracle EBS R12.2 support this as well?
