New Product Workbench JET Edit Structure - Change Action Field Shows Action When No Change Was Made (Doc ID 3058834.1)

Symptoms

Find in the new JET Product Workbench at the time of Editing Structures, Change Action field shows action even when no change was made to the structure.

Expectation is that field should only show the change action(ADD/DELETE/CHANGE) when any action was taken but looks like its copying from previous change.

The issue can be reproduced at will with the following steps:
1. Development Manager > New JET Product Workbench
2. Edit Structures
3. Find inconsistency with behavior with the Change Action Field
