Symptoms

Non structure evergreen rebook should not create adjustments

The issue can be reproduced at will with the following steps:
1. Go to Lease Super User Responsibility
2. Create Evergreen rebook contract for non-structure evergreen and modified the evergreen amount
3. Activate the contract activated after rebook
4. Submit the concurrent program evergreen billing and lease billing
5. Observed that adjustments are created
