Symptoms

When learning administrator try to create Bulk Enrollment for a class the following error occurs in the process log:

Cause: FDPSTP failed due to ORA-20001: ICX_CONTACT_WEBMASTER:
ORA-06512: at "APPS.FND_MESSAGE", line 509
ORA-06512: at "APPS.OTA_BULK_ENROLL_UTIL", line 2351
ORA-06512: at line 1


The issue can be reproduced at will with the following steps:
1. (N) Oracle Learning Management Administrator responsibility.
2. Go to Catalog -> Open any Course -> Go to Class -> Go to Enrollments tab.
3. Click on Bulk Enrollments button -> Select needed learners -> Submit.
4. Bulk Enrollment for the Class concurrent request is started but ends in error.
