Symptoms
When attempting to create an accrual or volume offer with past offer start date and offer end date getting below error
ERROR

Please enter an offer end date that is not earlier than the offer creation date.
STEPS
-----------------------
1. Login with Responsibility Oracle Trade Management User
2. Navigate to Channel Revenue Management > Trade Planning > Offers
3. Create an accrual/ volume offer with past offer start date and offer end date.
4. Click Save and validation comes up for restricting user to create the offer.
