Secure By Operating Unit For Punchout Supplier Site Not Working And User Able To Access Supplier Site (Doc ID 3060216.1)

Symptoms

Secure by Operating Unit for Punchout Supplier Site is not working as expected.

In iProcurement, when restrict access for Punchout by setting secure by Operating Unit
in Content zone setup, it still allow user to access Supplier punchout site.

Steps to reproduce;
----------------------
- Setup Store : Office 
For the assigned content zone B, assure no OU X enabled
N)In iProcurement catalog administration: Content Zone
- Secure by Operating Unit - No Operating Unit X assigned here.
- iProcurement responsibility linked with OU X in N)System Administrator; System ->Profile
MO: Operating Unit: X
MO: Default Operating Unit: X

Steps:
1. User go to iProcurement Homepage in this iProcurement responsibility
2. Click the Store Office which content zone B assigned that not allowed for OU X
- User still able to proceed to Supplier punchout site
