Fusion to EBS HCM Co-Existence - Locations Imported Successfully but are not Mapping (Doc ID 3060282.1)

Symptoms

When using the Fusion HCM to Oracle EBS Integration product, upon import and load of a Work Structure Extract which includes locations they are identified in the extract and imported to the staging tables but they do not map, the following error is showing in the table per_ri_b_errors: 

ORA-20001: Location Code not unique within scope and language of Location.

 
The issue can be reproduced at will with the following steps:

  1.  Extract Work Structures from Fusion HCM

  2.  Run Initialize process on EBS and run the Import and Load Cloud Program
