Supplier Users Unable To Submit Quotes Using Spreadsheet For A Multi-Line Negotiation (Doc ID 3060560.1)

Symptoms

In Sourcing RFQ controls setup, the option to 'Allow supplier to select on which lines to respond' is enabled. However while responding to RFQ as supplier,
using Tab Delimited (.txt) format, and if users don't quote for all lines, they are unable to upload the response. The following messages are being shown.

A price is required to place a quote for line 1.
A quote value is required for line 1: cost factor <Cost Factor Name>
A quote value is required for line 1: attribute <Attribute Name>
A quote value is required for line 1: cost factor <Cost Factor Name>

**** This issue occurs only if the lines have 'Attribute' enabled and also Attribute Type = 'Required'
**** This issue happens only when creating quotes using spreadsheet, works correct when using application

STEPS
The issue can be reproduced at will with the following steps:
1. Create a multi line RFQ with 'Allow supplier to select on which lines to respond' enabled.
2. Ensure that all the lines have attribute enabled and the Attribute Type = 'Required'
3. Login as a supplier and attempt to quote for specific lines using spreadsheet, Tab Delimited (.txt)
3. Application shows to quote for all the lines and does not progress further.
