Symptoms
When transferring a suppliers site's punchout shopping cart to iPrcurement with the character � versus the characters with the diacritic mark umlaut in the item descripiton, the following error occurs on iProcurement's Edit and Submit page:

Unit of measure St�ck is not configured for purchasing.
STEPS
-----------------------
1. Log into E-Business Suite.
2. Open iProurement Responsibility and click on a supplier punchout site link.
3. Search for items on the supplier site. The items returned in the search results show � where characters with an umlaut are suppose to be.
4. Add the items to the supplier's shoipping cart and return it to iProcurement. From the Edit and Submit Requistion page, the error message is displayed.
Changes
The supplier site's catalog item description converted the diacritic mark umlaut to �.
