Find "Exceptions" Button Disabled/Greyed Out In Control Payables Periods Form

EXPECTED BEHAVIOR

Expect Exceptions button to be enabled and able to access


STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to payable responsibility
2. Go to Accounting -> Control Payables Periods
3. Close the period and Click on exceptions button
