R12: AP: Payments Inquiry Form Is Not Opening When Using a Particular Custom Responsibility (Doc ID 3060886.1)

Symptoms

1. Actual behavior is that when using custom responsibility (eg: XX AP Manager) having attached a custom menu which has
the seeded sub-menu attached ( AP_PAYMENTS_GUI12) the Payment Inquiry form (Flashlight button) is not opening. Nothing happens when pressing the button.
2. Also the "query by example" function is not working in payment workbench.
3. In addition to that, the Compile Security Menu request triggered automatically when saving the custom menu has ended in error:

Oracle error -20001: ORA-20001: APP-FND-02902: Multi-Org profile option is required. Please set either MO: Security Profile or MO: Operating Unit profile option. has been detected in MO_GLOBAL.INIT.

 
The issue can be reproduced at will with the following steps:
1. Create a custom Responsibility
2. Create custom Menu with the seeded sub-menu attached (eg. AP_PAYMENTS_GUI12)
3. Navigate to Payments Workbench
4. When pressing the flashlight the Payment Inquiry form should open but it is not.
