Error occurs when adding products and services to a prospective supplier definition, if the products and services code is 40 characters or greater in length.

The required setup for Product and Services to work is not complete. Please contact your system administrator.

 
The issue can be reproduced at will with the following steps:

1. Log in to Oracle Applications.
2. Navigate to Supplier Management Administrator responsibility > Supplier Home.
3. On the Suppliers home page, click the New Supplier Requests link.
4. On the New Supplier Requests page, for one of the suppliers, click the Review icon/link.
5. Scroll down to the Products and Services region, and click the Create button.
6. On the page "Add Products and Services: :(Test products)", for the code "Ax, Py", click the View Sub-Categories icon.
7. On the page "Add Products and Services: Ax, Py :Ax, Py (Test products)" page, select the code "Fz" and click the Apply button.
The error message appears at this point.
