Symptoms
"Allow Update" flag is not working in concurrent Program definition
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Connect to EBS Applications
2. Navigate to System Administrator =>Define Concurrent Program=>Concurrent program parameters
3. uncheck the 'Allow Update' flag for the respective parameter
