Cannot Render BIP Report When Connected As XMLP_GUEST

Symptoms
When connected as XMLP_GUEST to BIP 12.2.1.3, reports cannot be displayed.
Instead an error message is displayed.
Error
The report cannot be rendered because of an error, please contact the administrator.
Unauthorized access: Either you do not have the privilege, or you have not signed in.

Unauthorized access: Either you do not have the privilege, or you have not signed in.
The issue can be reproduced at will with the following steps:
1. Connect to XMLPSERVER as Guest
2. Click any of BIP reports available in Shared Folders/Guest
3. Click on Open
4. Receive error message
