RFQ Start Price Not Displayed When A New Round Is Created (Doc ID 3061380.1)

Symptoms

When supplier is trying to submit a new quotation for 2nd round of the RFQ (Request for Quotation), the application will display the Best price even though the "Display Best Price to Supplier" option is not checked. Also Start price is null.


The issue can be reproduced at will with the following steps:

1. Login as an internal user
2. Sourcing responsibility
3. Open RFQ and create a new Round
4. Login as supplier
2. Submit a new round quotation
3. User is not able to see Start price from the previous round. Also the Best price is displayed even though the information should not be visible
