How to Add a Descriptive Flexfield for a Missing Attribute On a Requisition Line?

Goal
When trying to add a DFF on the Requisition Details page, the following Error is encountered:
ERROR:
The flexfield listener failed while getting the value for segment Project Number from column ATTRIBUTE9 of the descriptive flexfield with application short name PO and name PO_REQUISITION_LINES.
Please contact your system administrator.
The exception error message was: oracle.jbo.NoDefException: JBO-25058: Definition Attribute9 of type Attribute not found in ReqDetailsVO.
