OKL Usage Contract with Consolidated Counters Not Importing Correctly (Doc ID 3062071.1)

Symptoms

The consolidated counter grouping is not working as expected. It should group based on the usage_meter_group_name (cons counter group) but it is grouping based on the usage item name.

STEPS
-----------------------
1. Load data into the interface tables.  
2. The data is divided based on the interface row type.
3. Execute the Lease Open Interface Program with a specific contract number.  
4. Ensure the contract number is successfully created.  
5. Review the usage lines in the contract.  
6. Observe that the cons counter grouping is not functioning correctly.
