After Upgrade To 12.2.x See Error 'Transaction Failed' When Trying To Approve Cycle Count On A Past Date (Doc ID 3062175.1)

Symptoms

Unable to manually approve cycle count on a past date after upgrading from R11.5.10 to R12.2.12. Profile INV: Transaction Date Validation is set to "Allow date in any open period". Per Note 428724.1, Cycle count adjustments honor the profile. So, users should be able to perform approvals based on the date on the form (earlier than current date) 

What is working
This feature seems to work correct for approval type "AUTOMATIC" when transaction generates from the cycle count entries form.
The feature DOES NOT WORK from cycle count APPROVALS form , for approval type "MANUAL".

ERROR
 "Transaction failed."
100501: non-ORACLE exception

Debug log shows -

STEPS
1. Inventory > Counting > Cycle count > Approval > Change transaction date to past date in an open period.
2. Query for open counts > Approve > See error
