Launching A BIS Workbook Gives Unable To Connect To Oracle Applications Database (afscpgcs) Error (Doc ID 306235.1)

Symptoms

Calling any Business Intelligence Discoverer workbook would give the following error:

Authentication Failed.
(Failed to connect to database - Unable to connect to Oracle Applications database (afscpgcs))

 
This has not worked before.
Discoverer 10g is installed on the same machine as Oracle Applications.
Calling Discoverer Viewer/Plus directly works without errors.
