Order Purge Program Purges the Order Header But Is Not Purging the Associated Order Lines (Doc ID 3062531.1)

Symptoms

Finds that the order purge program is purging open order header records, leaving order lines as orphan records.
The process purges the records from order headers table yet data is still present in the order line table.

Orders can only be purged if they meet the following conditions:
  Orders must be closed.
  No open demand exist for orders, open work orders, open invoices, open returns, and open requisitions.
For this case all of the above conditions are met.

The issue can be reproduced at will with the following steps:
1. Responsibility: Order Management Super User (or equivalent)
2. Navigate to: Orders, Returns > Purge, Archive
    Create a Purge set
3. Run the Order purge program
    Navigate to: Reports, Requests > Run Requests
    Select name = Order Purge
    Enter the Purge Set Id
    Submit the the concurrent request
