Symptoms
When submitting the 'CLE: Israeli Localization Populating Open Format Tables' to Tax Authorities, it is rejected with the following errors:
1.The numbering of the records in the BKMVDATA is incorrect.
2. The total number of records counted in the BKMVDATA files does not matching .
The value in closing record(Z900) / central record (A000)

The issue can be reproduced at will with the following steps:
1. Navigate to Oracle General Ledger.
2. View > Request > Submit request set: 'CLE: Israeli Localization Populating Open Format Tables'.
3. Submit the file to Tax Authorities.
