Application LOV is not displayed for Key Flexfield.
STEPS

The issue can be reproduced at will with the following steps:
Navigation: General Ledger Super User --> Setup --> Financials --> Flexifields --> Key --> Values.

Upgrade To R12.2.12 From R12.1.3
