Symptoms

Payment does not appear for manual clearing in Clear Transactions form for one user and it apepars for another user
It is expected that payment apepars in clear Transaction Form

==Steps To Reproduce==

1. Navigation Cash management responsibility->Clear Transactions

2. Query the payment using check number
