In Buyer Work Center, "Deliver to location" LOV on Advance Distribution is Not Retrieving the Locations Based on the "Ship To Organization" Entered in Line or Payitem.

STEPS
 
The issue can be reproduced at will with the following steps:

1. Login to Purchasing Responsibility
2. Menu >> Create "Complex Service Finance PO"
3. Create a Fixed price services line with Advance amount
4. Enter the Location and Org as 1, in the work details level.
5. Navigate to distributions, find that for the distribution against the advance amount, the deliver to location LOV does not retrieve the Locations based on the "Organization" in the "Line Level --> Work Details" section.
