Using Benefits Self Service Users Can Enter Duplicate Contacts (Doc ID 3063617.1)

Symptoms

Users are able to create duplicate contacts from Benefits Self-Service without getting a warning or error.

The issue can be reproduced at will with the following steps:
1Go to Employee Self Service > Benefits
2.Accept session date
3 Next page is Dependents and Contacts
  - Click on "Add Another Person"
  - add details as  Exisitng Contact:
  First: 
  Last:
  relationship:
 Click on 'Apply'

4 Returns to Dependents and Contacts page where can see a duplicate entry now.
