Symptoms
When attempting to add some Credit Card transactions to an Expense Report,
the following error occurs.
ERROR

java.lang.StringIndexOutOfBoundsException: String index out of range: -1
-----------------------
java.lang.StringIndexOutOfBoundsException: String index out of range: -1
The issue can be reproduced at will with the following steps:
1. Navigate to an iExpenses responsibility
2. Create an Expense Report
3. Use a Credit Card transaction for the Expense Report
