Symptoms

To make PDF Communications Accessible for Applicants with Visual Disabilities, to every images alt text is added but that is not working in BIPublisher Report when using PDF Output

Steps To Reproduce:

1. Log into BIPublisher Application.
2. Navigate to Reporting Tools > BI Publisher > Query Report Viewer.
3. Search for the report containing the images in the template or Create a template with an Image.
4. Define Alternative Text for an Image.

    a. Right-click the image.
    b. On the menu, click Format Picture.
    c. On the Alt Text tab, enter "alt:" followed by the alternative text. For example: alt:flower picture

5. Run the report to RTF output.
6. Right Click in PDF and Select Read Aloud. It does not read the text defined for image.

Note: When running to PDF from Query Report Viewer the output is correctly generated.
