Site Level Create Contact Option is Missing From the Collections Header (Doc ID 3064221.1)

Symptoms

The Site level create contact option (...) is missing in all versions of EBS 12.2.  The option was present in previous versions (12.1.3).


Steps to Reproduce:

Responsibility: Collections Agent
Navigation
: Collections

  1. Query a customer and view the options next to the 'Last' name field in the Collections header
  2. Next to the field, only one option (...) shows for the Account level.  The site level (...) is missing.
