Inter-Org Transfer Transaction on MSCA Allows to Update To-Org Field in the Middle of Transaction

Symptoms
While performing the Inter-Org transfer transaction on MSCA, system is allowing to change To-Org field after clicked on Next button. This creates duplicate shipment numbers.
The issue can be reproduced at will with the following steps:
1. Login to Mobile Application
2. Navigate to Whse Mgmt responsibility > Warehousing > Inventory > Transfers > Inter-Org
3. Select Source Org
4. Enter To-Org, shipment number, item , qty and other details.
5. Click on Next button to enter next item details
6. Observe that To-Org field is readonly
7. Enter Item number
8. Observe that To-Org field becomes updatable, enter different organization value and other details
9. Save the transaction
10. Transaction got completed successfully.
