Symptoms
End users are experiencing intermittent issues when responding to notifications within EBS iSupplier Portal:

Errors seen in oacore logs: stuck threads : which is more than the configured time (StuckThreadMaxTime) of "600" seconds. Stack trace
oracle.apps.jtf.base.resources.FrameworkException: Error in IAS Cache: null
J2EE JOC-044 An exception is occurring in the method. CacheAccess.put
J2EE JOC-017 The cache is full.
