When user try to create Project related Purchase orders , specific user unable to see the list of Expenditure organizations from LOV (List of values)

STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Purchasing responsibility
2. Go to Purchasing -> Create Purchase order
3. Go to Purchase distributions
4. Enter the Project details and check the expenditure Organization LOV
