Symptoms

When trying to modify the agreement details the following error occurs.

FRM-40654: Record has been updated. Re query block to see change



The issue can be reproduced at will with the following steps:
1. Navigate to Projects responsibility
2. Go to billing -> Agreements
3. Open with Agreement number and try to update the details as per requirement
4. Check the issue
