Sales Order Lines Stuck With External Req Open Status (Doc ID 3065622.1)

Symptoms

Find that some of the order lines are stuck in EXTERNAL_REQ_OPEN status and
are unable to progress these order lines. Expects that PO is created the status should change to PO Open

Issue cannot be replicated at will.
