Symptoms
Users are getting error in production environment when trying to create an Hours * Rate Earning element using the US Earnings template form.

FRM-40735: ON-INSERT trigger raised unhandled exception ORA-01403
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
From US HRMS Manager responsibility (or equivalent)
1. Navigate: Total Compensation > Basic > Earnings
2. Add element details and attempt to save. Get error.
