Shift Dates For Draft WOs Expands The Parent Instead Of Moving It Too When Child WO Exists (Doc ID 3065876.1)

Symptoms

When rescheduling work orders (WOs) using shift dates on parent WO, even if the child WO is movable (draft and unfirmed), the parent WO gets expanded instead of moved which the child WO remains with existing schedule dates.

Steps to reproduce:
1. [R] Maintenance Super User
2. [N] Work Orders tab. Query the parent WO (in draft status)
3. Click on Update > Shift Dates
4. Move the WO outside the range of the child (draft) WO
5. Click Apply.
6. System delivers the message that the WO and the children have been moved however, the child WO is no moved while the parent WO is expanded.

7. If clicking again Apply (on the Update WO page). the WOs get rescheduled to the shifted dates.
